The IEP Process 


The Referral is the first step to all evaluations.  
Parents may initiate a referral by contacting school staff and expressing their desire to refer their child for special education.  
Upon a referral being started, the parent will receive a Notice of Referral which states that an IEP team will be developed to conduct the evaluation, informs parents of the steps in the process, and their rights

MMSD staff should complete a Checklist to Address Culturally Relevant Practices in Oasys (Form # CCRP in Intervention Forms) for each student prior to submitting a referral for special education. staff...see more

Referral is submitted - an IEP Team is appointed to conduct the evaluation
The IEP team meets within 15 business days of referral to determine if additional assessment is needed

  • if additional assessment is needed - the consent form is sent to parent (parent signature date starts 60 day timeline)
  • if addition assessment is not needed - the team will use the current data to determine eligibility within 60 days of the date this was determined.

The team meets to determine eligibility

  • if student is determined not eligible, the evaluation is complete.
  • if student is determined eligible, and Individualized Education Plan (IEP) is created within 30 days

IEP is developed and placement in special education is offered to parent
-for initial placement, parent signature must be obtained to place student in special education
